Question for Police Service Commission

Why is it that there are some retired police officer from that rank of Dsp are yet to get their approval letter from police service commission offices? The 1st approval letter they gave them b/4 mistakenly beer ASP rank and when it was returned for them to change it to the rank of DSP they said they have no material since 4 to 5 months now why?
