Question for Office Of The Public Defender

I have an apartment, rented to a tenant, who is owing me. And the state of the apartment is so bad, needs renovation, but the tenant won't accept a quit notice, nether is he ready to move out with the roof licking and a turn wall. What should I do that will be effective?
