Question for Victoria Island Post Office

Does nipost charge money when sending parcel from Ireland to Nigeria because I was told that I have to pay them 2500 Nair, before the can give my sister the parcel I sent to her, his has happened to me before, it cause me 65 euro to sent some use clothes to my sister, and I have 5 box now they want me to pay 2500Nair each is his right let me know please
