Question for Enugu State Liaison Office

Pls I need a letter of origin from my local government (oji river) and the letter will state than am from the local government even my town which is Enuguinyi(umuola)and the name of my mother and my late father will be included in the letter. But I want to know is its possible for my sister to do it for me on my behalf. Pls I need your reply
