Question for United Parcel Service Nigeria Ltd.(UPS)

Is it possible that the sender of a parcel in Nigeria will just leave the parcel in an parcel service office,then the office will send me an email regarding for the payment of the parcel so that they will arrange it and send me??The parcel service office gave me an option of payment,to send the payment through the sender or through person who is working in the parcel office via western union
