I graduated in the year2000 As a community Health Extension Worker.Got a job with the ministry of health.Now which level am I supposed to be placed in the civil service

I am chew I registered for my license at NKST COLLEGE OF HEALTH TECH MKAR since 2019 and up till now they are not out. When are they going to be out for collection.
